ちょっと調べ物をしていて，目当てのものは見つからなかったけど，別の箇所をなんとなく抜粋（拙訳）:

こういう主張をよく聞く――「言語と基本的な想定を共有している者どうしにしか議論は成立しない．」 これはまちがいだと私は思う．必要なのは，議論の相手から学ぶ用意があること，ただそれだけだ．これには，相手が言わんとしていることを理解しようと心から望むことも含む．こうした用意があれば，相手と背景が異なれば異なるほど，いっそう議論の実りは大きくなる．すると，議論の価値は競合するさまざまな見解がどれほど多様かに左右されることになる．バベルの塔がないのなら，我々の方でつくりだすべきなのだ．リベラルは，意見が完璧な合意にいたるなどということを夢見ない．望むのはただひとつ，さまざまな意見がお互いを豊かにしてゆき，その結果としてアイディアが成長してゆくことだ．（…）

It is often asserted that discussion is only possible between people who have a common language and accept common basic assumptions. I think that this is a mistake. All that is needed is a readiness to learn from one's partner in the discussion, which includes a genuine wish to understand what he intends to say. If this readiness is there, the discussion will be the more fruitful the more the partner's backgrounds differ. Thus the value of a discussion depends largely upon the variety of the competing views. Had there been no Tower of Babel, we should invent it.
